We had our complete house done free of charge last year. Changeover had to be done by the company supplying the energy saving fluros. Wouldn't let you do your own changeover. They gave the option to remove or leave you with the old bulbs.
Works well & we are happy with the fluro's, although some take a couple of minutes to reach full brightness.
& no, I can't remember the company supplying.

There is always another reason behind these things, the company doing the change over can claim greenhouse credits to offset their greenhouse emissions created during manufacturing processes.
Other companies will plant trees on you land for free and gain credits that way.
Still, may as well take advantage of anything free these days.
